Industry it spotlights: Carnival management

The story: Roughly 80 percent of carnival workers in the U.S. are seasonal Mexican laborers, most brought in through the H-2B visa program. And one Texas businessman, Jim Judkins, is responsible for processing 81 percent of those visa applications and connecting workers to carnivals. The documentary examines whether the industry exploits these workers or offers them income-earning opportunities they can’t find in their home country.
