Heads bowed in prayer, this mass of noon-hour worshipers filled the southern segment of Monument Circle yesterday as Evangelist Billy Graham concluded a 20-minute, open air service. The crowd, largest to pack the street and sidewalks on the Circle since the preelection appearance of Vice-President Richard Nixon in 1956, was estimated to be from 12,000 to 20,000.
