9Wants to Know investigator Jace Larson has spoken to the now 29-year-old man about his contact with Sullivan, which he says began at an ice skating rink in Vail 20 years ago.
The man, who 9Wants to Know is not identifying, says Sullivan approached him again when he was 14. By then, the man had moved to Denver from Vail, and says Sullivan picked him up on the side of the street when he was a teenager.
9Wants to Know has confirmed through multiple sources that the man reported these allegations to local law enforcement, which are now investigating whether Sullivan had inappropriate relationships with underage people.
Sullivan was arrested on Nov. 29, accused of trading methamphetamine for sex with men. He was being held in the jail that was named after him for his time when he was sheriff, but was released on bail on Tuesday.
The 68-year-old bonded out after his bail was reduced from $500,000 to $50,000 on Monday.
He's expected to face a judge again in January.
So far, the charges against Sullivan in Arapahoe County do not include any allegations of sexual contact with children.
A task force investigating Sullivan now includes 22 people, according to The Denver Post. The original task force had 11 members.
Sullivan appeared in court Monday morning and was formally advised of the charges against him: one count of distribution of a controlled substance, one count of attempting to influence a public servant, one count of possession of methamphetamine and one count of solicitation of a prostitute.
Several men have come forward since Sullivan's arrest Nov. 29 alleging they watched him do drugs and give drugs to others. One of the men says he masturbated in front of Sullivan.
The South Metro Drug Task force allegedly listened in as Sullivan met with a confidential informant and offered to trade meth for sex.
On Tuesday, 9Wants to Know learned new developments involving Sean Moss, the 27-year-old whose body was found in a river near Coors Field last January.
Moss's boyfriend says Sullivan did drugs with Moss and was with Moss the night before he died.
He says Moss and Sullivan met at a gay lounge.
In 2007, Moss was able to get a security guard job with the Cherry Creek School District where Sullivan headed up security. He had no prior experience as a security guard.
A spokesperson for Cherry Creek says Moss got the job because of a "highly regarded" recommendation from Sullivan. (Read more about Moss here.)
After repeated requests, 9NEWS has still not received comments from Sullivan's attorney or his family members.
A judge recently issued a gag order in the case, meaning fewer details will be released while the investigation continues.
