They're identified as Justina Lucero and Trisha Segura. They both worked on determining welfare eligibility for Adams County.

The county is not identifying three other human services employees -- who are on paid leave. Two of them have collected paychecks for almost two months while off the job.

"We did the right thing for the citizens of Adams County, because the county followed both the spirit of the law and the letter of the law," Adams County Spokesperson Ruth Kedzior said.

A sixth employee involved worked for ACS, a Xerox company contracting with the county. That worker is also on leave.

All six are expected to go through a diversion program rather than criminal prosecution, which will allow them to have clean records.

Adams County won't say if they were using taxpayer-funded resources to distribute drugs. The county called that information that part of the investigation.
