Two police officers are now on paid leave, and the chief has met with concerned residents.
On Sunday, dozens of people braved the cold for a silent walk in honor of the elk. Though they didn't talk during the walk on the Pearl Street Mall, several of them played elk bugling sounds from their cell phones.
"We're really concerned that this issue may get swept under the rug," said one resident from Mapleton Hill, who didn't want to identify himself.
Members of the group on Sunday said this will be the last public event they will hold relating to the elk until the investigations into what happened are complete.
Colorado Parks & Wildlife is conducting a criminal investigation, and the Boulder Police Department is conducting an internal investigation.
