The Colorado State Patrol says 28-year-old Jannelle C. DeVisser of Brighton was hit by some sort of vehicle as she walked along the side of Weld County Road 37, about a mile south of Weld County Road 6. They say she was known to frequently walk along the stretch of road.

DeVisser was walking back from the general store in Lochbuie, her father said. The crash likely happened sometime around 7:30 p.m. on Tuesday, according to troopers.

DeVisser lived with her father, Phil Devisser and her 11-year-old son.

"This is the picture we want to remember her by," Phil DeVisser said as he held up a picture of his daughter. "She's in the clouds now with Jesus. I truly believe that."

Her father says DeVisser was a talented artist. She won an award once for her photography.

Phil DeVisser told 9NEWS he forgives the person or persons who hit and killed his daughter. He said he's not sure if he'll even press charges. He just wants to know why they drove away.

Investigators were on scene gathering evidence Wednesday morning, but say they don't have a description of the suspect's vehicle.
