Mike Saccone, spokesman for Attorney General John Suthers, says the office gives legal advice and isn't ordering agencies to quit using the site. But Saccone says Suthers is concerned about potential legal liability because users must agree to indemnify Facebook, letting the social networking site off the hook for any legal action against a user.

A spokesman for the University of Colorado says the four-campus system has about 150 separate Facebook groups and pages, which have become essential to communicating with students and the public. University spokesman Ken McConnellogue says administrators need clarity on the issue before they can advise the campuses.
