It is the heaviest November snowfall in Moscow in 50 years.
Traffic on some highways and intersections was backed up for miles.
Flights at the airport were disrupted, delayed and many were canceled.
Many commuters braved the conditions to try and drive to work, but ended up sitting for hours in stopped traffic.
Weather forecasters said a third of November's usual snow had fallen in 24 hours.
Freezing rain fell on Dec. 1 - only worsening the situation.
