The Boulder Daily Camera reported that Regent Tillie Bishop, a Republican from Grand Junction, joined with Democrats on the board to support the bill.
The other four Republicans voted against the resolution. Regents Steve Bosley of Longmont and Jim Geddes of Sedalia said CU shouldn't take a position until after the Legislature decides.
A committee in the Democratic-controlled Senate gave initial approval to the bill last week, and it's expected to pass the full Senate.
It faces a bigger challenge in the Republican-led House.
