Highland Mayor Lynn Ritchie told Provo's Daily Herald that the city council has received numerous complaints from residents that deer are wreaking havoc in yards.
He says hunting is the only method to control the problem, and hunting will only be done by qualified expert archers with city-issued permits to ensure public safety.
Any deer killed will be processed and donated to the local food bank.
Utah Division of Wildlife Resources officials say it unclear how soon permits for archers will be issued because they still have to work out details with city officials.
Rifle hunting is still prohibited inside city limits.
