The Personhood amendment points out that "life" or "personhood" begins at conception.

Gualberto Garcia Jones from "Personhood USA" and Crystal Crystal Clinkenbeard from  "No Personhood" Colorado Campaign debated the issue on 9NEWS Thursday morning.

Garcia Jones says he finds fault in the Secretary of State's ruling and says they want to make sure every signature counts.

"We turned in 40-percent more signatures in less time than we did in 2010. There are a lot of inconsistencies in the ruling of the Secretary of State," Garcia Jones said.

Clinkenbeard says Personhood USA was 4,000 signatures short.

"I think Coloradans have shown time and time again and have opposed this measure. We weren't surprised with too few signatures," Clinkenbeard said.

The measure did make the ballot in 2008 and 2010, but it failed both times.

Gualberto says they've amended some of the language in the most recent ballot.
