Republican Michael Carr says city rules limiting political signs to 8 square feet violate his free speech rights. 

Carr faces a maximum fine of about $1,000 and one year in jail for refusing to comply with the zoning ordinance. 

According to the Denver Post, Denver is reviewing its rules and has delayed enforcement until the case is settled.
