KUSA - Colorado does not have a law saying sex offenders cannot hand out candy, but parole officers do not encourage it.
Officers say under standard procedure, they instruct offenders not to participate by turning off their lights, not putting up decorations and not answering the door. Usually, this applies to sex offenders in general, though it can operate on a case-by-case basis.
Many offenders going through treatment will have a mandatory event to attend on Halloween to eliminate temptation. Some parole officers will even make house calls to select offenders.
