The watchdog group Ethics Watch says it is filing a complaint in Denver District Court asking a judge to declare candidates should begin filing now because the legislature moved up the primary from August to June. The current law doesn't require the reporting to begin until next July.
Secretary of State spokesman Rich Coolidge said lawmakers never included campaign finance in their new law and it wouldn't make sense to make new rules requiring it.
