DENVER - After hundreds of complaints about HOA's, legislators decided in 2010 to form a department just to gather those complaints.
This year, legislators are getting around to crafting bills designed to help protect homeowners when dealing with HOA's.
One bill would require community managers to be licensed through the Division of Real estate. Another bill would force HOA's to establish a system for collecting debts and give payment options to homeowners who have trouble paying them.
The Community Association Institute, an HOA trade group, says it supports the package of bills and called the proposals "balanced and necessary."
