The complaint focused on why for the past eight months, guards have sat in running vehicles seven days a week, 24 hours a day instead of the new guard towers.

We asked Denver Water and found that in their efforts to improve security, the guard stations were built but have not been finished.
They say that will soon change.

"The project is almost finished," Stacy Chesney with Denver Water said. "There are sort of some remaining punchless items - really some masonry work that needs to happen on those guard stations and some minor electoral things, and once those are taken care of, you will see those guards stationed in their stations."

Denver Water says they plan on having all that work done in the next two weeks.
