Commissioners on Tuesday approved the first reading of an ordinance that would establish fines of up to $1,000 for repeat offenses. A second reading of the proposal is scheduled for Dec. 4.

The ordinance would forbid panhandling after dark, on public buses, in parking lots, or near ATMs, bus stops or school grounds. It would ban aggressive panhandling and begging in medians or on highway off-ramps.

Loveland and Fort Collins within the county already have similar bans.
