Some of them are in Denver promoting a new organization that says marijuana should be treated like a health risk and not legalized.

The group is called Project SAM, for "smart approaches to marijuana."

Former U.S. Rep. Patrick Kennedy is among the members.

The idea is to halt the legalization movement by arguing the U.S. can ease the ills of prohibition without legalizing the drug.

Colorado marijuana advocates are planning to protest the Project SAM announcement.

Marijuana activists say the drug is safer than alcohol and tobacco and that legalization doesn't pose a public health risk.
