COLORADO SPRINGS, Colo. (AP) - El Paso County Sheriff Terry Maketa has apologized for "inappropriate behavior" but says he won't resign after allegations of sexual impropriety on the job.

The Gazette reports that the sheriff sent a video message to employees in which he says he's been "embarrassed and humbled." Local officials have called on Maketa to resign after the newspaper reported complaints of sexual impropriety, discrimination, budget improprieties and a hostile work environment.

Maketa said he'd finish his full term, which ends early next year. The sheriff did not make the video public, but the newspaper obtained a version from an employee who received it over the weekend.

Maketa can only be removed through a recall vote.

Three of Maketa's commanders submitted allegations naming three women they said had sexual relationships with Maketa.
