3 suspects arrested in teen's homicide in Denver

DENVER — Three suspects have been arrested in connection to the deadly March 2022 shooting of a 17-year-old girl, Denver Police said Thursday.

Jasmine Rivas-Hernandez was found dead by officers on March 26 after a caller reported a woman on the ground in the 1500 block of North Quebec Street. Investigators determined she died from a gunshot wound to her torso, police said. She also had a pair of headphones tied around her ankles, according to the arrest affidavit.

Robert Adam Solano, 34, was already in custody on unrelated charges when a warrant was issued Tuesday for his arrest on suspicion of first-degree murder.

An arrest warrant was also issued Tuesday for Joseph Thomas Chavez, 26, who was in custody on unrelated charges, on suspicion of accessory to a crime of first-degree murder and abuse of a corpse.

Police also said that Shiloh Fresquez, 21, was arrested Jan. 3. The Denver District Attorney's Office has charged her with accessory to a crime of first-degree murder and attempt to influence a public servant.

According to the affidavit, surveillance cameras in the area captured a black pickup truck around 2:40 a.m. speeding through the alley where Rivas-Hernandez was found. Investigators determined the truck, a Honda Ridgeline, was reported stolen in Aurora.

On March 28, investigators received an anonymous tip that Fresquez knew who was responsible for the homicide, and they contacted Fresquez several times during the investigation, the affidavit says.

Investigators initially believe Fresquez was a potential victim and witness, but they later determined she had given false information to investigators, including claims she didn't know the driver and front passenger in the pickup, according to the affidavit.

On April 12, investigators with Lakewood Police told Denver Police that officers were following a Honda Ridgeline with stolen Texas plates that matched the suspect vehicle's description. The driver, who's name was redacted from the affidavit, was taken into custody on an outstanding felony warrant for first-degree burglary.

Officers at the scene noticed bullet defects on the pickup. Blood found in the vehicle belonged to the victim, and investigators also determined fingerprints on a door handle belonged to Chavez, the affidavit says.

On Oct. 10, investigators were provided Facebook profiles for people in the truck during the time of the homicide, but how those were obtained was redacted from the affidavit. Those profiles included some belonging to Chavez, who Fresquez referred to as "JoJo," and also profiles for "Pang Rilla" and "Pang ORilla."

At one point, Fresquez indicated that "Pang" was the person who shot the victim, according to the affidavit.

Messages between Fresquez's profile and "Pang" showed they were possibly involved in a romantic relationship, according to the affidavit. Another message from Fresquez's account on March 26 asked whether they had "seen 'Jojo or her boyfriend 'Rilla.'"

Investigators eventually determined the "Pang" accounts belonged to Solano and found communications between his phone number and Fresquez before and after the homicide, the affidavit says.

They determined through cellphone records that Solano's and Fresquez's phones were together before and after the victim was dumped in the alley, and that both phones were turned off at 2:05 a.m., according to the affidavit.

Fresquez's record showed her phone was on North Quebec Street, blocks away from where the victim was left, several minutes before the Honda was captured on surveillance cameras.
