But a four-month investigation reveals the Houston Police Department’s $8 million body-camera program is falling short of its promise.

That investigation revealed HPD doesn’t routinely review whether officers follow policy. It doesn’t take advantage of certain safety nets to ensure incidents are never missed. And the department can take months to release body-camera videos to the public.
