FORT COLLINS, Colo. — The Loveland man arrested and charged in a 2015 homicide case has been declared mentally incompetent for the second time.
Christopher Parker, 36, was ruled mentally incompetent by Judge Susan Blanco after she received and reviewed a May 18 report from a doctor with the the RISE Program at the Arapahoe County Detention Center.
Parker was arrested in March 2018 and faces first-degree murder and attempted murder charges. He is accused of killing 65-year-old William Connole in June 2015 and shooting at a motorcyclist, who was not hit by gunfire. Both shootings happened in Loveland and were investigated by the Northern Colorado Shooting Task Force, formed to investigate a spate of six shootings in spring and summer of 2015.
First Assistant District Attorney Mitch Murray did not object to the findings in the report and requested additional evaluations for Parker. Murray also noted that while Parker is undergoing further evaluation, he is not eligible for bond.
